[CASSANDRA-9426|https://issues.apache.org/jira/browse/CASSANDRA-9426] added the ability to attach an arbitrary map of metadata to CQL tables.  We should add an entry point for this data to TableMetadata in order to make it accessible to users who wish to make use of this feature.
