We have done so here: https://issues.apache.org/jira/browse/SOLR-2287.
Unfortunately, our test cases are incomplete at the moment, but we are
currently working on it right now based on the feedback you gave us.

I must have not worded my sentence correctly, I was wondering if
anyone in the Lucene dev mailing list was working on the higher level
design goals, so we could lend a hand, and thus move that part of
SolrCloud development forward.

Many thanks, and we will keep the mailing list informed of any
changes, including test cases for our code
