sa-update.pccc.com moving to another server

I'm moving sa-update.pccc.com to a different server on a different IP 
with a more streamlined compilation of apache so we can support more 
simultaneous clients.

We currently have it running on both the old and the new server.  We 
will ramp down the old server on Thursday.

Please let me know if you see any issues as we make the switchover.
