I've attached a patch and HTML file for review for this issue for an expanded top-level index.html file for the -bin distribution that includes references to the manuals, documentation, javadoc, and other resources. This is not complete, but a starting point for discussion. A complete patch would include changes which build this file and the Derby logo into the documentation tree and the distributions in the appropriate places. 

I think the structure, layout, grammar, and location in the source tree of this document  and the related images deserves some discussion, since this may be the first point of contact for new Derby users.
