[I] mvnup: PluginUpgradeStrategy should upgrade toolchains-plugin when adding select-jdk-toolchain execution [maven]
gnodet opened a new issue, #12985:
URL: https://github.com/apache/maven/issues/12985
## Problem
`mvnup` adds a `select-jdk-toolchain` execution to the `maven-toolchains-plugin`, but does not upgrade the plugin version. When the project uses toolchains-plugin **1.1** (which only has `help` and `toolchain` goals), the build fails:
```
[ERROR] Could not find goal 'select-jdk-toolchain' in plugin
org.apache.maven.plugins:maven-toolchains-plugin:1.1
among available goals help, toolchain -> [Help 1]
```
The `select-jdk-toolchain` goal was introduced in toolchains-plugin **3.2.0**.
## Affected project
- `sirona` — uses toolchains-plugin 1.1 (inherited from parent POM)
## Expected behavior
When `mvnup` adds a `select-jdk-toolchain` execution, it should also ensure the toolchains-plugin version is >= 3.2.0 (either by adding a `<version>` element or a `pluginManagement` entry).
## Context
Data from [maven4-testing](https://github.com/gnodet/maven4-testing) run #13307 testing `maven-4.0.x` against all Apache projects.
