While we can push to and clone from the arrow and arrow-site repos, they don't show up on the git.apache.org page nor GitHub mirrors.  

works:
git clone https://git-wip-us.apache.org/repos/asf/arrow.git

doesn't work:
git clone https://git.apache.org/repos/asf/arrow.git
