   In Traffic Portal, create a Server and a Server Capabilities. Then go to the Server just created -> Manage Capabilities and add the Servers Capabilities to it.
   The UI will response with the error message `'serverId' cannot be blank`

   For TP, user can able to add Server Capabilities to Servers on UI.

   Look like TP do a POST /api/3.0/server_server_capabilities without serverId. API itself is good.
