I do not see a ThemeBuilder button.  I see the "Space tools" menu in the bottom left which has a "ThemeBuilder" entry.  This takes me to:
https://cwiki.apache.org/confluence/theme/editor/select-skin.action?key=VCLDOCS

I see a ThemeBuilder tab where I can select the ROOT or ROOT2 skin.  This is the page represented by https://issues.apache.org/jira/secure/attachment/12830345/screenshot-1.png.

Do you see the Permissions panel shown here?:

What groups have access?
