New networkConnectors won't take effect after broker service start.

hi,
i have a question when i used ActiveMQ in my project. The version is 5.15.4.
And i used embed broker. i created two BrokerServices and then add two
NetworkConnectors between these two brokers. and send/receives messages.
everything is ok.

but i had another usage scenario, i need to make these two broker start
firstly, and no networkConnectors configured. and after that, i then create
two NetworkConnectors between these two brokers. and then send/receive
messages. it does not work.

*i want to know how to resolve it and make these work.*
