   I am not sure but would guess yes? 
   Those are the different windows targets rtools can build for:
   - 32-bit
   - 64-bit
   - 64-bit for the new [Windows Universal C Runtime](https://github.com/r-windows/docs/blob/master/ucrt.md) which makes proper use of UTF-8 possible (-> better support for non-ASCII chars)
