TLP Mailing Lists...? [WAS Re: Apache += Creadur]

ATM IIRC we only have rat-dev and rat-commits public lists. If anyone 
feels that we need to add a user list then this is would be a good time 
to jump in.

Though Apache Creadur will have several products, I think shared lists 
help to bind a project together, so I'm strongly in favour of retaining 
them but if anyone feels differently, please jump in.
