I was unable to reproduce this bug on commit `dee93f40faa82e97aa05fe34bbc7ee2adac79cbc` on the `develop` branch.

Created the 3 regions (2 replicated, 1 partitioned) and then added 20 entries to each. *I did not explicitly configure `SimpleSecurityManager`—is that the default?*

The number of regions and the number of entries, displayed by pulse, were correct for all three servers:
