On the fsfs-format7 branch: Bump fsfs format version such
that we can distinguish between addressing modes.

* subversion/libsvn_fs_fs/fs.h
  (SVN_FS_FS__FORMAT_NUMBER): bump to "7"
  (SVN_FS_FS__MIN_LOG_ADDRESSING_FORMAT): new capability
