[ANNOUNCE] Apache Iceberg release 1.1.0

I'm pleased to announce the release of Apache Iceberg 1.1.0!

Apache Iceberg is an open table format for huge analytic datasets. Iceberg
delivers high query performance for tables with tens of petabytes of data,
along with atomic commits, concurrent writes, and SQL-compatible table
evolution.

There have been many people contributing to this release, a lot of them
were first time contributors. Additionally the list of patches
<https://github.com/apache/iceberg/releases/tag/apache-iceberg-1.1.0> that
went into this release is pretty long compared to the previous release.
Great achievement and thanks to everyone for contributing!
