             Summary: Clicking on “Upgrade Router to Use Newer Template” option is not popping up proper  message when router doesn’t  not require upgrade.

Steps:
1.	Fresh Install of 4.3.
2.	Deploy a VM.
3.	Go to Infrastructure ->Virtual Routers-><routerVM>
Observation:
For the Router VM the field “Requires upgrade” will be no. But on clicking the  option “Upgrade Router to Use Newer Template” ,user will be asked for confirmation and on selecting yes http://10.147.38.164:8080/client/api?command=upgradeRouterTemplate&response=json&sessionkey=ppIcL0ghkbJUUSXql%2F1L3A4TrjQ%3D&id=4e748562-e243-4fe6-9e61-727b3191f123&_=1385967022269 API will be passed.

Expected:
When user Clicks on the option “Upgrade Router to Use Newer Template”,the UI should give message as Router doesn’t need upgrade.
