According to the consensus of FLIP-74, we're working towards an entirely asynchronous interface {{ClusterClient}}. Thus submission is naturally asynchronous, which means we need not {{detach}} flag any more but leave the decision to the caller.

This ticket tracks effort to exclude detach flag from {{ClusterClient}} and make submit job graph an asynchronous method. Porting other methods to their respective asynchronous version could be a follow-up.
