Phoenix defines QueryServices.NUMBER_FORMAT_ATTRIB with an appropriate default.
However, this property is only used in a tiny number of cases (if ever), usually we just use the default Java String based constructor.

We should either take NUMBER_FORMAT_ATTRIB seriously, and use it for all parsing/formatting, or just drop it.
