[~varun_saxena], thanks for pointing that out.

The original intent of this JIRA was more on setting up the script to start/stop the ATS reader instances, etc., and the new JIRA (YARN-3118) is to consider how to cluster *multiple* ATS reader instances. We do need to set up the script, etc. even if we do not have multiple ATS reader instances in the first phase.

Having said that, we can re-define this and YARN-3118 to do what we need to do. Thoughts?
