Review Comment:
   Thanks for the PR!
   May I know if there are reasons why we want to do this throw way rather than have the client reconstruct the error? 
   
   I remember letting the server throw will limit the output size of the exception to 2048 chars, which normally would be too small for the streaming query exceptions. I was thinking this method could mitigate this situation

   The test in [ClientStreamingQuerySuite](https://github.com/apache/spark/pull/42859/files#diff-a7c1e46208cfb9374d58ad677630f1724f621a33e1328b952cdbd3a301d37366) should validate that awaitTermination() throws StreamingQueryException. Since you have more contexts on streaming, could you help followup on this and verify these comments?

   With https://github.com/apache/spark/pull/42377, error translation (via throw) not only reconstructs StreamingQueryException but also its cause exceptions with full message (via a additional RPC) so throwing exception seems to be preferrable

   @heyihong I would like to reconfirm, the `ProblemFilters` added by SPARK-43299 will never need to undergo a mima check in versions after Spark 4.0, is that correct? Or is this just the `ProblemFilters` added for the mima check between Spark 4.0 and Spark 3.5? I found that it has been placed in `defaultExcludes`.

   With https://github.com/apache/spark/pull/42377, error translation (via throw) not only reconstructs StreamingQueryException but also its cause exceptions with full messages (via a additional RPC) so throwing exception seems to be preferrable.
   
   The FetchErrorDetail RPC is similar to how StreamingQueryException is currently reconstructed on the client side but it is done in a more general way

   @heyihong I would like to reconfirm, the `ProblemFilters` added by SPARK-43299 will never need to undergo a mima check in versions after Spark 4.0, is that correct? I found that it has been placed in `defaultExcludes`.
