It should not be necessary to provide a request wrapper like this to achieve
spec compliance.  It is not at all clear to me from the email thread on
STRUTS-DEV what the purported "bug" really is, or what this patch was intended
to fix.  Therefore, I'm going to re-open this bug as a reminder that it's an
outstanding issue until I am satisfied that the wrapper should stay, or be
pulled back out.
