This appears to be a user setup problem rather than an error in the Apache HTTP
Server code.
Perhaps you should try asking this on the Apache httpd user mailing list.

It would also be helpful if you were to give more detail on how you are
distinguishing one Apache instance from the other.
It looks like you are trying to use some of the same files for each instance.
