在safari浏览器下，项目管理=>工作流=>任务实例面板，没有开始时间和提交时间,但是在谷歌浏览器下是有的，但是我很喜欢safari浏览器，不想放弃它，你们能不能改一下这个bug，谢谢🙏

Under the safari browser, there are no two fields: start time and submission time.Tks

I referred @DiamondYuan comments in [dayjs/issues](https://github.com/iamkun/dayjs/issues/73) and changed the following code in filter.js
`const formatDate = (value, fmt) => {
value = value.replace(/(\+\d{2})(\d{2})$/, "$1:$2");
fmt = fmt || 'YYYY-MM-DD HH:mm:ss'
return dayjs(value).format(fmt)
}`
it's work well for me.
