   **Is your feature request related to a problem? Please describe.**
   Inlong software package must be no-coupling with business configuration.
   As cloud service, inlong-manager need to have the whole  business configuration.
   
   **Describe the solution you'd like**
   In inlong-dataproxy command line, add a new command option(load-conf-from-manager).
   When inlong-dataproxy start by command option(load-conf-from-manager), 
   at first, inlong-proxy will get configuration data(flume.conf, bid-mapping, topic......) from inlong-manager, 
   the second, flume application will start all components defined in configuration data.
   
   **Describe alternatives you've considered**
   N/A.
   
   **Additional context**
