The patch attached is quite basic.  Clone the 2 items, run branchNormalizedVisitor on each, then compare with equals.  The test case included in the patch is simplistic, but should also work in more complex cases.  it will not find the cases like ( ! ( | (a=b)(d=c) ) being the same as (  ( a = b )( d = c)  but will check most equalities.  And those are not equal, but there is some way to show an and using not and or.
