This is an issue for me as well.
*Product Version:* Apache NetBeans IDE 12.0
*Java:* 14; OpenJDK 64-Bit Server VM 14+36-1461
*Runtime:* OpenJDK Runtime Environment 14+36-1461
*System:* Windows 10 version 10.0 running on amd64; Cp1252; en_US (nb)
NetBeans 11.3 was the last version where I did not encounter this problem. For me, I have discovered that if I close all my open tabs and then restart the IDE then it will not stall during the "Opening Projects" initialization. I was able to narrow this down a bit further to only having to close the XHTML files. I'd be curious to know if you experience the same results, and/or maybe it will help someone resolve this issue.
