Closing inactive issue.  This functionality can be achived by using KafkaAdminClient methods.

Could be helpful in troubleshooting some cases of broker problems (e.g. look at the topic/partition ownership information for a particular broker, maybe for underreplication, maybe to see what the impact is for messing with a particular broker).
