build-webapps.xml copies user guide files twice in "compile" target

The result is innocuous, but the "compile" target in "build-webapps.xml" has two
"copy" tags labeled "Copy the basic user guide files", which both do the exact
same thing, almost right after each other (the "Copy the proposal files" block
is between them).
