[PATCH] updated forrest configuration files

Attached are the updated Forrest configuration files
for using the current development version of Forrest
(0.6-dev) to build the top-level Incubator website.

There were some problems with using the old version of
Forrest to generate the documentation from wiki files.

Next i will update the "howtoparticipate" page.
