 When creating a product from the //New Product// page
 (`/products?action=new`), an owner is not required. When creating a
 product from the //Manage Products// admin page
 (`/admin/ticket/products`), an owner is required.

New description:

 When creating a product from the //New Product// page
 (`/products?action=new`), an owner is not required. When creating a
 product from the //Manage Products// admin page
 (`/admin/ticket/products`), an owner is required.

 Also it should be possible to set the owner from the //New Product// page.
 There is not presently a field for this.
