soapenc:base64 maps to byte[] not Byte[]

The JSR 101 v1.0 indicates soapenc:base64 maps to byte[].  Previous 
versions mapped soapenc:base64 to Byte[].

I am changing the Axis code to comply.  This includes the elimination of 
the ByteWrapperArrayHolder.
