[rust] Drop remaining protoc requirements and vendor proto with crate

Address review feedback on the checked-in protobuf code:
- gen now always reads the canonical FlussApi.proto and refreshes a
vendored copy at crates/fluss/proto/FlussApi.proto that is committed
and ships with the crate (arrow-flight pattern); a new test fails when
the copy drifts from the canonical proto, without needing protoc.
- Delete scripts/vendor-proto.sh and bindings/cpp/scripts/ensure_protoc.sh
along with their callers and docs.
- Remove protoc installs from client-integration, python-release,
rust-release and gateway CI; drop the protoc gate and PROTOC plumbing
from the C++ CMake and Bazel builds.
- Pin protoc 27.1 in the proto-up-to-date job, name the fix in its
failure message and upload the regenerated files as an artifact.
- Point FlussApi.proto at regen.sh and update the protoc mentions in the
  website and fluss-rust docs.
- Regenerate fluss-gateway/Cargo.lock and DEPENDENCIES.rust.tsv, which
no longer pull prost-build once fluss-rs has no build script.
