Apache on Windows XP sending sizeable files incompletely

I installed Apache on port 80 as a service without any problem and was able to 
view the default page at localhost.  However, when I tried to view images or 
html files larger than 30 KB, they would usually load incompletely or not at 
all.  Files above 100 KB always loaded incompletely or not at all.

I viewed the http headers Internet Explorer was sending using a proxy server 
(Proximotron) and it indicated that Internet Explorer was requesting the files 
the first time I went to the web page, but then requesting only upper ranges of 
bytes in the files each time I refreshed after that (as if it knew it already 
had part of the file and was requesting the rest).

Apache isn't reporting any errors in the error logs and the access log reports 
the "GET" with okay status "200" and says the correct full file size.

I tried the same thing on a different computer running Windows 2000, and it 
worked fine.

The images and html files can be loaded by Internet Explorer normally when I 
access them directly through the file system.  The images could also be loaded 
by Internet Explorer normally when I accessed them on the web pages I 
originally downloaded them from.

I am running Windows XP Service Pack 1 and using Internet Explorer 6.0 as a web 
browser.

I have only been trying to use Apache for about a week.
