The rat:check stuff in the assemble/build.sh is going to go away. Like [~elserj] says, it executes a different plugin than what's defined in the POM, and executed during the build lifecycle.

In fact, the whole assemble/build.sh is in the process of being re-written as I test, tweak, the apache-release profile for ACCUMULO-1271
