soap under websphere?

I believe others have said they have soap working under websphere.  Is that
websphere 3.5?  After installing and configuring soap-2_0 under websphere
3.5, when I attempt to use the command line deployment tool, I get the
following:

java org.apache.soap.server.ServiceManagerClient http://9.19.205.202/soap/servlet/rpcrouter list

org.xml.sax.SAXParseException: White space is required between the public
identifier and the system identifier.



I definitely have xerces.jar before soap.jar in my libpath.  I am using
xerces 1_2_2.
