Currently all emails from JIRA activities are going to dev@bigtop.apache.org.

We would like to have all notifications, but those for CREATE to be sent to issues@bigtop.apache.org. CREATE notifications can go both to dev@bigtop.a.o and issues@bigtop.a.o

We would like to move the emails to send  updates to issues@ignite.incubator.apache.org while still having new JIRA created notifications sent to both dev@ and  issues@ lists.
