New committer: Rob Dawson

The Project Management Committee (PMC) for Apache Tuweni
has invited Rob Dawson to become a committer and we are pleased 
to announce that he has accepted.

Rob has been working in blockchain for quite some time and has produced good fixes for the project.
He will help us tackle hard issues and release code.

Being a committer enables easier contribution to the
project since there is no need to go via the patch
submission process. This should enable better productivity.
