[RESULT][VOTE] Release 2.17.0, release candidate #2

Hi all,

I'm happy to announce that we have approved this release.

There are 5 approving votes, 4 of which are binding (in order):

There are no disapproving votes.

Next step is to finalize the release (merge the docs/website/blog PRs,
