[RESULT][VOTE] Use aether 1.13 and sisu 2.3.0 as dependencies of Apache Maven

Hello,

The vote has passed with the following result (see vote thread [1] )
+1 (binding) : 12
+1 (non binding): 8

So I will do the update today.

NOTE: before being able to release 3.0.4 I have to do a wagon release
2.1 for [2] which prevent to deploy .md5 and .sha1 files.
