   in our hyper converaged architecture,  the management servers are deployed in the same host with guest VMs.   
   
   Assume primary management server A# running on host 1# with other guest VMs,  and backup managment sever on host 2#. 
   
   In case that host 1# is in outage,  due to this 'bug',  the backup management server will not be active till 15 mins later,  hence during this period(N+15 mins),   all guest VMs running on host 1# will not be able to trigger HA and migrate to other available hosts since there's no management server takes over and becomes alive. 
   
   This means those guest VMs on host 1# will be down forever unlesss manual intervention taken.
   
   Would appreciate if community can optmize the MS fail-over performance,  ideally,  1 min or less would be nice.
