   Is css.j.cc.cn your domain?, most relevant,  is pagespeed module runing in that domain?.
   If you have 
   pagespeed Domain css.j-cc.cn; 
   in your config, but pagespeed is not running in that domain, pagespeed rewrite the url, but css.j-cc.cn don´t have the rewrited resource.
