Analysing Network problems

I see several people on both the mailing list and on the SVNForum
having problems that seem to be related to some networking or server issue.

Is there a way to ask for some trace information while using a
standard svn client, something that would provide more verbose
log of what is happening and what is not happening correctly?

Platform should not matter as these problems seem to come up on both Windows
and Linux clients.
