wsm -- security support

  Another bit of WSM fixup would be to remove the currently unused
security support that is present in the codebase.  This code might be
helpful at some point, but given that security support has been
removed from the JSR 181 spec, it would need to be integrated with
Axis-specific annotations until the JSR 250 common annotations are
done.

  Given this, it seems like it'd be good to remove it for now until
the new security annotations are available and we've figured out a
story for how to integrate them into WSM / Axis.

  Thoughts?
