[all] rat excludes

Can we exclude the ./target directory generally in the rat run? Feels like a yes. I’m asking because in the multi module [rng] build it get’s scanned.

I wonder if this is a bug in the RAT plugin or just the way multi-module
projects have to work...

Some weirdness occurs with the aggregation of sub-modules. I added site-content and target and added a license to one file and it dropped to zero.
