I'm not sure what your environment was, but I did once see a super slow
mgmt server two days ago and it was actually running out of memory. I think
the tomcat6.conf is still set to 256m when recommendations on the mailing
list have said 512. I'll change that, but depending on whether you are
using packaging or jetty to start the server it may or may not make a
difference.
