Xerces-j 1.2.3 release announcement - bug fix release

This note is to announce the availability of Xerces-j 1.2.3 release.

This is a source and binary release and it incorporates the following 
features and fixes:

- Fixed Memory leak bug was reported by Tosiki IGA where parser runs out of 
memory [ericye]
- Rampant object creation even when not validating fix patch send by Elena 
Litani[Elena Litani]
- Optimization in validator to only instantiate objects needed in the case 
of DTD vs. Schemas[jeffreyr]
- Fixed misc. Schema Structures miscelaneous bugs since last release 
[ericye]
- Fixed DOM misc. bugs and other patches since last release [lehors]
- Miscelaneous DOM patches by Lynn Monson [Lynn Monson]
- Added new 'load-external-dtd' feature, so that when non validating, 
applications can ask the parser not to load the external subset at all

The CVS tag for this build is Xerces-J_1_2_3

thanks for this high quality software!
Nevertheless, I still have a wish: please include MANIFEST info to your
jar. SUN now includes a very nice manifest in crimson.jar, which is jaxp
RI 1.1 ea2. I attach it to show you what I mean. It would really help to
have such a manifest in xerces.jar!
