minor fix to httpd.conf comments
I teach a course @ SFSU that is Apache-centric (sorry not touching 2.0
until it settles down), I'm tired of explaining to students why the
comments about the behavior of ReadmeName and HeaderName in httpd.conf are
inaccurate. I think this should correct the inaccuracy.

For 2.0 I hope the conf file is complete re-org'd, all of the
NCSA-compatibility stuff seems like needless anachronisms.
