Actual fix of this bug is in the [link HBASE-21047|https://issues.apache.org/jira/browse/HBASE-21047]. 

Object to LocalIndexStoreFileScanner and StoreFileScanner in class IndexHalfStoreFileReaderGenerator would leave the fileReference in inconsistent state. Opening this bug here to make sure above HBASE patch needs to be picked up for running any instance of phoenix local indexes
