When you start NetBeans 10.0 vc3 (happend in 10.0 VC2 too) and you go to the plugins dialog -> settings and activate NetBeans 8.2 Plugin Portal, right after that, NetBeans shows you a notification, that a new NetBeans version is available, but it shows NetBeans 9.0.
The plugin portal should not have any dependencies to the version of NetBeans. Those are 3rd-party-plugins. So no notification is expected, because I already have the newest version, even when I use old plugins.
