### Summary
- **Remove All data** from `_tool_jira_scope_configs.remotelink_repo_pattern`
- Provide API to generate regex from an URL pattern which maybe looks like `https://gitlab.com/{namespace}/{repo_name}/-/commit/{commit_sha}`
- Provide API to preview the result that the regex applies to sample URLs
- Change `JiraScopeConfig.RemotelinkRepoPattern` to type `[]CommitUrlPattern`
```go
type CommitUrlPattern struct {
Pattern string `json:"pattern"`
Regex string `json:"regex"`
}
```
