infrastructure@a.o recently upgraded bugzilla and there is now no index.html
file, yet the bug database link from all pages on http://cocoon.apache.org/2.1/
and http://cocoon.apache.org/2.0/ uses
http://issues.apache.org/bugzilla/index.html as the URL.  the 'index.html' needs
to be dropped.
